ISLAMABAD: Keeping the federal information minister in the dark, the acting Managing Director of state-run TV Mustafa Kamal Kazi is making key appointments and hiring executives on hefty packages in clear violation of the Islamabad High Court (IHC) orders which had directed him to only look after the day to day affairs of the organisation.
According to documents available with The News, recently the managing director has hired a 65-year-old retired state-run TV employee on an unprecedented package in violation of rules and the IHC verdict.
A letter issued by state-run TV No PTV/DN/MD-2/03 says that ex-Director of state-run TV Sarwar Munir Rao will not only be given Rs35,000 per programme as an anchor but also be entitled to Rs10,000 per programme as an analyst.It may be mentioned here that in 2003 sarwar Munir Rao was assigned to cover Iraq War .Instead of going to Baghdad he had proceeded to Jordan and Syria.He was replaced by Controller of News Azhar Masood by the then Secretary of Information and Broadcasting Sayed Anwar Mahmud.
According to state-run TV sources, Sarwar will be appearing in daily current affair programme apart from conducting another state-run TV programme as an anchor and his monthly income may cross Rs0.7 million.
"This is unprecedented wastage of tax-payers money. No television channel pays guest and experts for appearing in programmes," said a senior state-run TV employee requesting anonymity.
"How can an anchor, who is already getting a hefty amount per programme, become guest in another programme of the same channel and again charge its employer for his appearance?" he questioned.
When contacted Minister for Information Pervez Rashid said he is unaware of the development as he did not have time to look after state-run TV affairs since assuming charge of the ministry.
"I am totally unaware of the developments in state-run TV. I will be able to go through state-run TV affairs only after conclusion of the budget session in Senate," Rashid said.In its famous decision on 12 April 2013, the Islamabad High Court had set aside the appointment of former MD state-run TV Yousaf Baig Mirza and directed the acting MD to proceed against illegally appointed and promoted officers during Mirza's tenure.
"Acting managing director, PTVC shall look after day to day affairs, necessary to run the establishment of the PTVC. He is also directed to proceed in accordance with law against all employees brought to the establishment without competitive process, during last two tenures of Mr Yousaf Baig Mirza," said the verdict. However the managing director failed to implement the IHC verdict in letter and spirit.
Apart from hiring Rao on hefty package, the acting MD state-run TV also appointed Ather Farook as Controller Incharge of News Division in violation of merit and the IHC verdict. According to documents Farook is on number 13 in seniority list in the news department but surprisingly he has been made incharge of the most important department of state-run TV.
He was serving as controller VVIP coverage before IHC verdict.Farook, who has been covering VVIPS including President Zardari during PPP's former government, had been so lucky that he was given double promotion in one month in 2011.
He was promoted to Group 9 from group 7 in violation of state-run TV service rules despite the fact that he had been on 8-year overseas leave before the promotion. Group 9 is considered the highest pay scale in state-run TV.
Senior state-run TV employee Muzammal Ahmad Khan who was briefly appointed as controller News immediately after IHC verdict has been quietly sidelined despite being on number one in seniority list in violation of IHC orders to uphold merit and rules.
When contacted, Mustafa Kamal Kazi defended his latest decisions saying no violation of IHC orders took place during his tenure. When asked about not informing the minister for information about key decision, Kazi said the affairs of state-run TV will be discussed with Pervez Rashid once he visits state-run TV headquarters.
"Hiring an anchor is not a key appointment. State-run TV has been paying guests in past for appearing in programmes," he said. However, he failed to mention that in extra-ordinary cases state-run TV only pays a token amount of Rs1500 to some guests.
Kazi further said that appointing Ather Farook as Incharge News was an internal arrangement as he is an employee of state-run TV.When asked how a junior is appointed on a key post ignoring 12 seniors, he said: "Sometimes you have to go beyond the debate of seniority and juniority". He said there are other criteria like fitness and other things that were kept in view while appointing Farook
