Can I get the New Visa

I worked before in Qatar 2008 to 2009, after which I decided to go for leave my residence and after that i did not come back to qatar due to personal reasons. So my question is, can i come back to Qatar can i came back using new visa and if ever I look for a job in qatar and hopefully get hired, will they ask me for an NOC, cos I was not getting an NOC by the company.
